During the regime of the Ch'ing dynasty in Taiwan, there is an old saying--"an attempted uprising every three years and a revolt every five years." Why? The reason is simple for me. To avoid revoluting the government of the Ch'ing court, they played two-hand tricks among the groups in Taiwan. And those officials from the mainland only wanted to get much more money, therefore, they didn't care about the life of the people living in Taiwan. Taiwan people can't believe the government and have to deal with those conflicts happened among each group. That's why there is always fights with weapons between groups of people (especially mobs or gangsters) during that era.
Similar situation? If the judges of the hall of Justice can't let people believe, the following condition would be like the ruling under the Ch'ing court.
